1. Planning Process
Overview
In 2023, Tooele County School District (TCSD) initiated a comprehensive facilities assessment and master planning process to evaluate current facility conditions and anticipate future needs. Rapid population growth in Tooele County prompted the need for long‑range planning.
VCBO Architecture was retained to provide analysis and recommendations regarding:
- Physical condition of facilities
- Educational adequacy
- Accessibility and safety
- Growth projections and enrollment demand
Project Priorities
The master plan focuses on:
- Evaluating every TCSD‑owned facility
- Documenting repair, renovation, and replacement needs
- Aligning educational environments across the district
- Projecting enrollment needs for 5‑, 10‑, and 15‑year horizons
- Analyzing housing development patterns
- Identifying locations for new schools
- Recommending boundary modifications

Each facility was evaluated in the following categories:

- Code compliance (including ADA and life safety)
- Architectural condition
- Educational adequacy
Condition Rating Scale
- 1 – Action Required: System failing
- 2 – Poor: Near failure
- 3 – Adequate: Functional but aging
- 4 – Optimum: New or excellent condition
MOCA PLAN Reporting
Facility condition data was entered into MOCA PLAN, a web‑based system that tracks:
- System conditions
- Capital improvement planning
- Long‑term facility performance
Educational Adequacy Criteria
Facilities were evaluated for:
- Building security and visibility
- ADA accessibility
- Daylight access
- Classroom flexibility
- Collaboration spaces
- Alignment with TCSD’s collaborative teaching model

New schools should be constructed based on housing growth rather than fixed years:
- Elementary: 1 school per 2,464 new homes
- Junior High: 1 school per 4,100 new homes
- High School: 1 school per 4,745 new homes

To promote equity and efficiency, TCSD adopted prototype designs for future schools.
Elementary School Prototype
- Capacity: 830 students

- Capacity: approximately 900 students
