How to Calculate Time Using the 7‑Minute Rule
This method rounds clock‑in and clock‑out times to the nearest quarter hour (15 minutes).
Step 1: Look at the minutes past the hour
Ignore the hour for the moment and focus only on the minutes (for example, the “53” in 12:53).
Step 2: Match the minutes to a quarter‑hour range
Use the ranges below to determine how the time should be recorded:

Minutes :53 through :07
→ Count the time as .00 (no additional quarter hour) -
Minutes :08 through :22
→ Count the time as .25 (¼ hour) -
Minutes :23 through :37
→ Count the time as .50 (½ hour) -
Minutes :38 through :52
→ Count the time as .75 (¾ hour)
Step 3: Apply the correct fraction
Once you identify which range the minutes fall into, record the time using the matching quarter‑hour amount (.00, .25, .50, or .75).

TIME AND EFFORT EMPLOYEE CERTIFICATION
FORM INSTRUCTIONS
PURPOSE
This document explains how to prepare and distribute Time and Effort Employee Certification Forms.
INSTRUCTIONS
-
Using the payroll software, create a report for the funding code required for the certification.
- Open “Employee Position and Pay.”
- In the view box, select “Funding Detail.”
- Enter the four‑digit funding code number in the account box.
- Apply the selection.

Sort the report by the information needed to complete the certification form. The report must include the following columns:
- Employee name
- Description
- Account
- Full-Time Equivalent (FTE)
- Hours per day
- Percentage
- DAC
- Start date
- End date
- Position status

Export the report to Excel.
-
Determine whether each employee position is funded by:
- A single funding code, or
- Multiple funding codes
Use the percentage column to make this determination.
- Employees with a single funding code must use the quarterly certification form.
- Employees with multiple funding codes must use the monthly certification form.

Transfer all required information to the correct certification template.
-
Distribute the certification forms for signature.
- Forms must be sent to the principal or supervisor at each location.
- Employees must sign and date the form after working the time period listed on the form.
- The principal or supervisor signs on the supervisor line and returns the form.

Certification forms must be kept on file at the employee’s location.

EMPLOYEE PAYROLL GUIDELINES

TIME CARDS AND LEAVE SLIPS
-
Leave slips and timecards must be filled out in quarter‑hour increments or greater.
-
Timecards and leave slips must be submitted to the payroll office no later than:
- The 7th of the month (paid on the 20th)
- The 22nd of the month (paid on the 5th)
-
Pay periods:
- Part‑time employees:
- 6th through 20th, paid on the 5th
- 21st through 5th, paid on the 20th
- Twelve‑month employees:
- 1st through 15th, paid on the 5th (early)
- 16th through the last day of the month, paid on the 20th
- Twelve‑month employee leave slips and timecards for extra hours follow the part‑time schedule.
- Part‑time employees:

Leave requests:
- Leave‑eligible employees must use iVisions to request leave.
- Teachers who need a substitute must use AESOP.
- All other employees must submit a leave slip marked “Leave Without Pay.”
- Full‑day leave must be entered in full‑day increments.
- Partial‑day leave must be entered in decimal format.
- Example: If you normally work 8 hours and take 2 hours off, divide 2 by 8 and enter 0.25.

If payday falls on a weekend or bank holiday, payment will be issued on the previous business day.

Employees must use their legal name as shown on their Social Security card on all payroll documents.
PAYROLL DEDUCTIONS AND PAY
-
All payroll payments are made by direct deposit.
-
Employees may split their direct deposit into up to five different bank accounts.
-
Bank account information can be added or changed through the iVisions web portal under: “Pay/Tax Information – Direct Deposit.”
- This is the preferred method.
- Contact payroll if you cannot update information through the portal.
-
Pay dates for additional compensation:
- Fall sports coaching, classified longevity, and certified longevity are paid on December 12.
- Winter sports coaching is paid on March 12.
- Spring sports coaching, job enlargement, and other extra pay are paid on June 12.
- If the 12th falls on a weekend or holiday, payment will be made on the previous business day.
- These payments are not automatic. A timecard must be submitted and approved by the District Office.

Voluntary deductions may be started, stopped, or changed by submitting written notice or email to payroll.

Insurance changes:
- Allowed only during open enrollment or after a qualifying life event such as marriage, divorce, birth, or death.
- The Benefits Department must be notified within 30 days of the event.

Retirement plan changes:
- Changes to Utah Retirement 457, 401(k), or Roth plans require completing a Plan Investment Contract Form.
- Forms can be completed online through the member login at: https://www.urs.org/MyUrs/Account/Logon

Tax withholding updates:
- Federal and state W‑4 changes can be made in the iVisions web portal under: “Pay/Tax Information – Employee Tax Forms.”
- Federal and state forms must be submitted separately.
- Paper W‑4 forms may also be submitted to payroll.
- When submitting a paper form, clearly indicate whether the change applies to federal, state, or both.

Pay schedules:
- Employees with insurance premium deductions must be paid on the 24‑pay schedule.
- Employees without premium deductions may choose the 20‑pay schedule (September through June).
- Requests must be submitted to payroll in writing by the first day of school.
GENERAL INFORMATION
- Salary schedule level eligibility:
- If an employee’s first workday is before the end of the second term, they may be eligible for a salary level increase in the next fiscal year if negotiated.
- If the first workday is after the start of the third term, the employee is not eligible for a level increase the following fiscal year.
- Salary increases are negotiated annually.
- Salary levels do not directly correlate with years of service.

Time and Attendance FAQ
Do equal pay employees need to clock in and out?
Yes, all employees attached to the Support Professional salary schedule will use this system. All full-time, part-time, equal pay, and time-carded.
Do I need to clock out for lunch?
The system is currently set up to automatically deduct a half-hour lunch after the employee has worked five hours or more.
Will this affect my equal pay?
No, your equal pay payments will continue as usual. Your hours will be trued up at the end of the year for reconciliation.
What if I forget to clock in or out?
Clock in or out immediately and reach out to your supervisor to request a correction to your time.
What if I am leave eligible, do I still request leave in iVisions?
No, you will now request leave in Time and Attendance. Employees not on the Support Professional salary schedule will still use iVisions.
If I am an equal pay, do I still need to request LWOP (leave without pay) for my absences?
Yes, you will now request LWOP in Time and Attendance. The leave policy regarding absences remains the same.
How do I request leave if I am time-carded?
You do not need to request leave in Time and Attendance. Simply let your supervisor know of your absence.
What if I am unable to take a lunch?
Supervisors are able to override the auto-deduct for lunches should you get too busy to take a lunch that day.
Is the phone app tracking me?
Geofences have been placed around the schools to mark your location only when you open the app to clock in or out. It does not track you while you work.
What about extra duties or training and paper timecards?
Many extra hours are funded differently than your main position. Please continue to submit these special hours through paper timecards or timesheets.
Using Time and Attendance in a Web Browser
Logging in
Tyler Time and Attendance can be used from a web browser by going to:
https://tooelecntschdtut.aws.executime.com/ExecuTime
You can also access Time & Attendance by going to the TCSD website, clicking on Staff, and scrolling down to Time & Attendance.
You will be taken to a login window where you must enter your school district email address as your Username.
Enter your TCSD account password.
You will then use the Microsoft Authenticator app or your texted authentication code to complete the login.
Clocking In/Out
Once you’re logged in, you will be brought to your dashboard. You can clock in/out by clicking on the blue button.
If you need to switch positions, click on the black button.
A window will display, allowing you to choose which pay code or position you would like to clock in to. This option would be ideal for hours paid under different funding codes that are preapproved, or for extra hours outside your regular equal-pay or full-time hours.
If you have already clocked in and need to change the pay code or add a comment, click on the pencil icon instead.
Approving Time
Once the pay period is over (which will be the 5th or the 20th), you must approve your hours by clicking on the Time Approval button in Quick Links.
This will pull up a new window. Verify that you are in the correct pay period. Verify that you do not have any errors. If you see a red circle with an exclamation mark, you have an error and must reach out to your supervisor immediately via email (unless otherwise instructed) to have your time corrected BEFORE you can approve. To approve your time, enter your initials in the box and click on Approve & Submit.
Requesting Time Off
To request time off, click on the Time-off request button in Quick Links.
The next window will list your leave requests. To submit a new request, click the circle with a plus sign in the top-left corner.
Choose the leave type in the first box titled Benefit Type. You will then enter a Start Date by clicking on the calendar. You do NOT need to enter an End Date unless you are requesting multiple days. Enter the start time. (24-hour format 0000-2359 military time) Enter the number of hours you’re requesting in the Benefit Time box. If you’re requesting the full day, enter your total daily hours. This can vary per position. Enter a comment and save.
Using Time and Attendance Mobile App
How to Sep Up in the App
Go to the app store and find the “Workforce Mobile” app. Download and install.
You may receive a prompt to “Allow Workforce Mobile” to use your location. Click on “Allow Once” or “Allow While Using App”. Your work location will likely have a geofence in place which will verify you are at your work location while clocking in or out.
Sign in with your full school email address.
Click “Add Organization”.
Type in: tooelecntschdtut
If it is your first time logging in, a message will display. You will need to complete the authentication process. Username is your school email address.
The password is the same password you use for your school email.
Authenticate as usual via the code sent to your phone.
Depending on the type of phone, you may receive a prompt to “Allow Workforce Mobile” to access your location if you didn’t receive the prompt in the beginning. Again, click “While using the app” or “Only this time”.
How to Clock In/Clock Out
You can now Clock In/Out by simply clicking the blue button. If you miss a time punch, reach out to your supervisor via email (unless otherwise instructed) as soon as possible to correct it. Time must be corrected before you approve and submit your hours.
If you need to clock in/out for a separate position type (pay code), click on “Switch Time”. The location for this option may vary by phone.
Choose the Type from the drop-down. It will default to REG (Regular Pay).
Change the Type. Enter a short note in the comment box. Click on the “Switch” button. This will allow you to add hours for that position/pay code.
How to Submit Hours
Once the pay period is complete, you will need to verify, approve, and submit your hours. Click on the “Timecard” icon at the bottom. Ensure the correct pay period is listed just above the calendar (6th through the 20th or 21st through the 5th). Pay periods are semi-monthly. Verify the total hours in the top right corner.
If the hours are accurate, click on the “Clock” icon to the right of “Pay period hours”. This will display a box to enter your initials. Once entered, click on “Submit”. The last day of the pay period will be the 5th or the 20th.
How to Request Leave
Click the airplane icon at the bottom of the screen. Click the “+” sign in the yellow circle.
Choose the leave type and the start date. Choose an end date only if requesting multiple days, otherwise leave blank. Enter the start time. (24-hour format 0000-2359 military time) Enter the number of hours you’re requesting in the Benefit Time box. If you’re requesting the full day, enter your total daily hours. This can vary per position.
Scroll down to enter a comment. Click on “Submit”.
How to Enter Hours as a Teacher Sub
Click on the Timecard icon at the bottom of the screen. Click on the “+” in the yellow circle.
Choose TSH (Teacher Sub Hours) as the type. Choose the start date. Enter the start time. Enter the end time.
(24-hour format 0000-2359 military time)
Scroll down to add a comment. Click on Add. Don’t forget to submit your hours each pay period following the timecard schedule (6th through the 20th and 21st through the 5th).
