New Elementary Boundaries 2024-2025
We're excited to announce the approval of new elementary boundaries during the April board meeting. These changes will define where your elementary-age students attend school for the 2024-2025 school year. We understand this adjustment will raise questions for some families, and we're here to provide information to ease the transition. Please know that our primary goal is to accommodate every family’s preference for their student’s school next year. The main challenge we face in achieving this is the space available at our schools. While we will strive to honor all requests, if there isn't enough space at the preferred school, fulfilling the request may not be possible. Please note that bussing will only be provided to a student’s assigned boundary school. Follow the steps below to help determine your student’s 2024-2025 boundary school.
Elementary Schools with Boundary Changes
The elementary boundary changes will only affect the elementary school boundaries of the schools listed below. If your student does NOT attend one of these schools, there will be no changes to their school assignment. If your student does attend one of the schools listed below, please continue reading to understand how they will be affected.

How Boundaries Will Be Applied
By default, all students will be enrolled in their new boundary school for the 2024-2025 school year with the following three exceptions.
1. Special Programs: Students currently enrolled in Special Programs such as DLI, Life Skills, etc. will remain at their current school.
2. 6th Grade Students: Those entering 6th grade for the 2024-2025 school year will remain at their current school. If these students would prefer to attend the new boundary school, please notify the newly assigned school, not the current school.
3. 4th, 5th, and 6th Grade Students in the West Boundary: Students in these grades for the 2024-2025 school year residing in the new West boundary will remain at their current school.
Do I Need To Complete an Out of Boundary Request?
Below are a few scenarios to help you understand if an out-of-boundary request is needed:
• NO: If one of the three exceptions from How Will Boundaries Be Applied applies to your student, a new out of boundary request is not needed.
• NO: If you currently have an out-of-boundary request for your student's current school year, a new one is not required for them to attend that school. Existing out of boundary requests will be honored if space is available.
• YES: Students who prefer to attend a school outside of their newly designated boundary, and do not have an existing out-of-boundary request for their current school, must complete an out-of-boundary request form to remain at their current school.
As stated earlier, our primary goal is to accommodate every family’s preference for their student’s school, with the primary obstacle being the availability of space at our schools. Should space be limited at a preferred school, we will accommodate out-of-boundary requests through a waiting list system, giving consideration to those with siblings already attending the school.
While we have tried to address most major concerns and questions, we recognize that unique circumstances will arise. To ensure fairness and transparency, we've outlined these steps for all schools to follow. While we would like to have them completed as soon as possible, please be aware that out of boundary requests may not be finalized until as late as August 9.
Designated Boundary Specialists
If you have specific questions regarding your student’s boundaries, we have a designated specialist at each school to help answer your questions. While they will do their best to answer questions via phone and email, please be patient as they may need to follow up on some questions to provide everyone with the information they are looking for. Please reach out to the individuals below based on the new boundary school the student is assigned to, as that school will have the student’s information.

West Elementary Boundary Change Information
- West Elementary School will re-open their boundaries for students who will be in Kindergarten, 1st, 2nd, and 3rd grades for the 2024/2025 school year.
- Students in 4-6 grades who live in the boundaries for West will utilize the current (2023/2024 school year) boundaries. Please refer to the boundary maps for Northlake, Sterling, and Settlement Canyon for 4-6 grade students.
- West Elementary School will add one grade level each year while Northlake, Settlement Canyon, and Sterling will release on grade level for students in the West boundary.
- 2024/2025 School Year: West K-3, Northlake, Sterling, and Settlement Canyon 4-6
- 2025/2026 School Year: West K-4, Northlake, Sterling, and Settlement Canyon 5-6
- 2026/2027 School Year: West K-5, Northlake, Sterling, and Settlement Canyon 6
- 2027/2028 School Year: West K-6

Focus Group
In October of 2023 parents of students in the Tooele and Stansbury areas were invited to participate in a focus group to discuss boundary change options for elementary and secondary schools.
Focus group participants played an important role in determining the future boundaries by providing valuable input, insightful questions, and a comprehensive list of both pros and cons to the committee studying boundary options for the Tooele and Stansbury area schools.
We greatly appreciate all members of our community who were willing to serve on the focus group, and especially those who participated in the focus group. Your feedback helped to refine the boundary realignment options.
Data collected through the focus groups was presented at the January 30, 2424 Board of Education Meeting and Public Hearon on Boundary Realignment.
Boundary Change Survey
In December 2023 the public was presented with three high school/ junior high school boundary options along with possible elementary variations. A survey was made public from December 14, 2023 to January 14, 2024. Parents, employees, students, and community members were provided with an opportunity to indicate their preference.
Survey respondents were asked to express their preferred high school/junior high school boundary option. Respondents were then asked to select their preference for the corresponding elementary variation.
Data collected through the survey was presented at the January 30, 2424 Board of Education Meeting and Public Hearing on Boundary Realignment.
Proposed Timeline
June 2023:
- Consider transportation needs with boundary options.
- Establish proposed timelines for 5th and 6th to apply for OOB waivers, 8th graders, and which grades start at DPHS.
- Establish Communications approach.
August 2023:
- Develop an application for parents affected by boundary changes to apply for focus group participation and feedback on 3 boundary proposals.
- Create an application so we can ensure we have equitable representation across both areas and schools.
September 2023:
- Focus group applications distributed electronically to affected schools.
- Selection and notification of focus group participants.
October 2023:
- The internal committee considers and adjusts proposed options based on feedback.
- Provide notice to parents of students enrolled in the schools, parents at other schools, the governing councils, and mayors that the school board is considering a boundary change.
November 2023:
- Focus group meetings to gather feedback.
- Website goes live
- A Communications Plan is enacted.
- Share with campus principals who take it to staff. Clear up any misnomers and misinformation.
December 2023:
- Facebook Live Q&A with the whole committee.
- Qualtrics Survey to all Tooele and Stansbury parents.
January 2024:
- Presentation of process, proposed boundary options, and rationale for each option in Board Meeting.
February 2024:
- Present Qualtrics survey feed back and committee’s recommended proposal at Board Meeting.
- Hold a public hearing.
- Board is ready to vote.
